High-level negotiations with American, Russian, and Ukrainian officials commenced in the United Arab Emirates this Tuesday, marking the most recent step in efforts to achieve a peace agreement to end the ongoing conflict in Ukraine.
US Army official the US representative apparently held talks with a Moscow group on the eve of the talks, with negotiations proceeding into the following day.
“Negotiations are advancing smoothly with continued optimism. The Secretary remains in close coordination with the administration throughout these proceedings,” a spokesman commented.
The Ukrainian military intelligence chief, Kyrylo Budanov, was also expected to take part in the proceedings, though it remained unclear whether face-to-face engagement with Moscow’s delegates would take place or if separate one-on-one sessions would be held.
The composition of the Moscow delegation was uncertain. “No comment is available. We are following the media reports,” a Russian spokesperson informed official outlets.
The current meetings come after prior discussions in Switzerland where American and Kyiv officials reworked a preliminary US plan for resolving the conflict.
Russia has so far not accepted the most recent iteration of the proposal and is unlikely to agree to many of the Ukrainian changes.
Russia’s top diplomat, Sergei Lavrov, declared that any amended agreement must reflect the “intent and text” of what was discussed during earlier high-level meetings between both countries.
European officials are apparently struggling to stay engaged in the negotiations as US officials take the lead.
The Finnish leader, a European figure, who has emerged as a primary mediator between the US and European leaders, stated that the next few days would be decisive in efforts to secure a peace settlement.
He reportedly held discussions with Volodymyr Zelenskyy and Nato representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and European security is for Europe to decide.”
Meanwhile, the French leader, Emmanuel Macron, cautioned against a peace deal that would represent a “surrender” for Ukraine.
“What was put on the table gives us an idea of what would be acceptable for the Russians. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he declared.
American plan was reportedly made up of numerous clauses and was drawn from dialog between US and Moscow officials, with input from Ukrainian security authorities.

Zelenskyy reportedly that the nation was facing one of the toughest moments in its history and was being compelled to decide between “forfeiting self-respect or abandoning a crucial supporter.”
Later, the US official informed alliance ambassadors on the proposal in the capital, with one participant labeling it as “a nightmare meeting” and stating that European ambassadors were shocked by both the content and manner of the delivery.
The US administration later moderated its position, indicating that the 28-point proposal was an “initial basis for negotiation” rather than a final demand.
As diplomatic efforts proceed, Moscow has continued its regular attacks on Ukraine’s cities.
Russian forces reportedly fired dozens of projectiles and many of unmanned aircraft at objectives in and around Kyiv, as stated by Ukrainian sources.
Zelenskyy stressed that Moscow must not believe it could prevail in the conflict while talks were ongoing.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Pressure on Russia must deliver results,” he affirmed.
Kyiv’s mayor confirmed that multiple people had been killed in the recent assault on the city.
