Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will protect his country in the event of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.

"However, until we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
